On July 13, 2026, UEFA published a preliminary match schedule containing placeholders such as "A1, A2, A3, A4, B1, B2, ..." for the teams. The date and venue have been determined for each of the 51 matches.

Rules for qualifying for the round of 16

The rules for qualifying for the round of 16 are just as tricky as last time.
As usual, the first in the group, the second in the group and the four best third in the group qualify. The fair play rating (1 minus point for YELLOW, 3 minus points for YELLOW/RED and 3 minus points for RED) is also taken into account again.
The note arrow UEFA overall European Qualifiers rankings can also be used. Since the host country Germany is not represented in the European Qualifiers rankings, there may also be a drawing of lots if Germany and another country have a tie in all criteria including the fair play rating.
A penalty shoot-out in the last group match is also possible in special cases.
See note arrow Example penalty shoot-out

It should be noted that in the event of a tie, the direct comparison has priority over the goal difference and the number of goals scored in all group matches. So it can happen that a team is higher than another despite a worse goal difference! - See note arrow Example direct comparison

In summary, the criteria for determining the ranking within a group are according to Article 15 of the
note arrow UEFA regulations:

  1. higher number of points obtained in all group matches
  2. higher number of points obtained in the direct encounters
  3. higher goal difference resulting from the direct encounters
  4. higher number of goals scored resulting from the direct encounters
  5. repeated application of the criteria 2 - 4 only on the teams that were indistinguishable in the 1st run
  6. higher goal difference resulting from all group matches
  7. higher number of goals scored resulting from all group matches
  8. higher number of wins in all group matches (only when comparing the third-placed teams)
  9. lower number of disciplinary points total in all group matches (red card = 3 points, yellow card = 1 point, expulsion after two yellow cards in a game = 3 points)
  10. position in the UEFA overall European Qualifiers rankings

Additional rule:
If two teams claim the same rank at the final whistle of the last group game based on criteria 1 - 7 and no other team in the group in question has achieved the same number of points, criteria 9 and 10 do not determine the final placement of these two teams, but a penalty shoot-out.

Note: If criteria 1 - 7 do not lead to a distinction between two teams in the same group, then the number of wins from all group matches (criterion 8) is also necessarily the same. Therefore, this point is only applied when comparing the third-placed teams.

Criteria 3, 4 and 5 are only relevant if more than two teams are tied on points at the end of the group stage. If, for example, three teams are tied on points, a direct comparison is carried out according to criteria 2 - 4. The points achieved, the goal difference and the number of goals scored solely from the direct encounters of this group of three now determine the ranking within the group of three. It can happen that two of the three teams cannot be distinguished from each other in this direct comparison. Criteria 2 - 4 will then be reapplied to these two teams (see point 5 above). If no differentiation of these two teams is possible, Criteria 6 - 10 are checked for the two teams.

To determine the four best group third, criteria 1 and 6 - 10 are applied to the six group third. Criteria 2 - 5 do not apply as there are no direct encounters.

The winners of groups B, C, E and F each meet a group third in the round of 16. Which of the four group thirds they get as opponents depends on which groups the thirds come from. There are 15 ways for this. For all 15 possibilities, UEFA has come up with a rule that ensures that the opponents in the round of 16 do not come from the same group.
